After I built my seaside apartments, I furnished them and gave them occupants.
The ground floor has a reception counter, a TV on the wall (I think the wall panel is from a police station set), a rug and a sofa. The sofa is made from just four elements - a 2x6 brick, a 1x4 brick, and 2 hinge bricks. As the ground floor, the only windows are on the front wall.
The next floor is unfurnished. At the lower end of the luxury scale, there are small windows overlooking the pool. This also clearly shows the tiled layer on the walls (with only a few studs at each side) which allows the building to be easily reassembled floor by floor.
The next floor up is hosting a costume party - one way to use a whole lot of minifigures from different themes in a realistic City display. This floor has tall thin windows overlooking the pool.

The next floor up has the same tall thin windows on the pool side. It's also divided into two rooms - a bedroom and a living room with a sofa.
The penthouse level has even more windows for great views in all directions. There's a small rock show going on. As well as speakers behind the audience, I've used a 2x2 slope as a fold-back wedge.
And finally, a shot looking in with the floors joined together. The old man standing on the couch is hitting his ceiling with a broom - "keep the noise down up there!"
